Endpoint Retrieval Rate

The direct test of whether structural work is being used rather than merely published.

Measures
Requests to the property's manifest, catalog, health, federation, and plain-text summary endpoints, by client and over time.
Data Source
Raw server request logs.
Indicates
That the declarations are being read, not just served.
What Moves It
Advertising the endpoints where machines look: robots.txt, an alternate link in the page head, and inside the manifest itself.
Does Not Prove
That what was read changed any system's behaviour.
Status
Measured. Notably, this is one of the few checks that can prove structural work reached anything at all.

If these files are never fetched, the structural work is a claim rather than a result. That is a useful thing to find out early, and it is invisible to every other measure.
